Actually, I have heard about cases like this.  Let me check around with some of my law enforcement resources and see what I can come up with for you.

I checked with some of my law enforcement resources and they advise you to contact the Center for Disease Control and Prevention (http://www.cdc.gov/).  They may be able to point you to a local resource.

For your own personal safety, I‘d advise you to do nothing on your own (such as contacting people you think might be at risk because of this guy).  I get the impression from you description that  he could be violent if pushed.

If you can‘t find an official agency to pick up the ball, you may just have to bite your tongue and walk away.
